Everyone needs a home that is cheap to rent, in a safe neighbourhood, that cannot be taken away from them

Taking families out of poverty
Provide housing to 50,000 families each year to take them out of poverty
No foreign government grants will be accepted
No INGO money will be taken
GoSL will raise taxes from SL businesses, and employee wages, to pay for these projects
The estate will tax the people living their to pay the government a fee for the land they were given and the services they consume
There are no individual bills for utility services. This is a commune and the members will pay money equally to pay for its operational expenses

Finding land for these mega housing projects
GoSL will buy large tracts of farming land along the new freeways.
Areas of 20 to 50 hectares are required.
Families do not need to relocate to the cities or even to new villages.
They can keep their broader family and ancestral connections active.
The new housing estates will be within 10 kilometres of their town.
Kids will not need to change schools, as a bus service will take them to school each day.

An estate will be 20 hectares in size
Each estate will hold 5,000 residents
It will have electricity, water, sewerage, roads
Estates will be designed by SL's best design firms
Hawker centre with stalls and cooks to serve 3 meals a day

Community lounge for TV and movies
Study hall with free tuition for children

No free standing dwellings
Sets of long spanning low-rise buildings, 3 stories high
30% of apartments will be one bedroom
50% of apartments will be two bedroom
20% of apartments will be three bedroom
One family room
One toilet with wash sink
One shower and laundry
One pantry with one burner, to boil water and make simple meals
Designed for natural air circulation taking into accounts SL's tropical high-humidity climate

Rent
discount pricing subsidised by government
those who don't pay rent must work in government run manual labour program, otherwise, have medical exemption, otherwise, provide an alternative person (family or friend) to do the work, otherwise, be ejected from community

Safety
Domestic violence, anti-social behaviour, theft, crime gangs, drug dealers, handled by visiting judge empowered to rule on matters
